코로나 바이러스 사태 정부 보조 안내

 

Help for families 가족들을 위한 도움

  • The bill would provide direct payments of up to $1,200 for most individuals and $2,400 for most married couples filing jointly with an extra $500 for each child. 성인들은 1200불 (결혼한 가정은 2400불까지) 아이들은 한명단 500불씩 지원 받는다.
  • Assistance would start to phase out for individuals earning more than $75,000 and for couples with more than $150,000 in income. 연 수입이 7만5천불이하 (부부의경우는 15만불이하)의 가정이 지원을 받을 수 있다.
  • Unemployment insurance benefits would be expanded, increasing the maximum benefit by $600 a week for up to four months. Benefits would be available to workers who are part-time, self-employed or part of the gig economy. People who are still unemployed after state benefits end could get an additional 13 weeks of help. 실업 수당도 최대 600불을 더 (추가적으로) 6개월간 받을 수 있도록 확대 되었다. 이 수당은 파트타임어, self-employed, 혹은gig economy(임시직) 종사자들까지 해당된다. 만약에 6개월이 지나도 계속 취직을 하지 못할 경우에는 추가적으로 13주를 더 benefit을 받을 수 있다.
  • Food assistance programs would get a boost as would programs to help low-income households avoid eviction and a program to improve internet access in rural areas. Food 보조도 주어지게 되며, low income 가족이 쫓겨나지 않게 하며, 시골 지역에 internet을 향상시키게 된다.
  • Homeowners with federally-backed mortgages would be protected from foreclosures for as long as 180 days. 정부 도움으로 몰기지를 내는 가족들은 최대 180일동안은 foreclosure가 되지 않도록 한다.
  • Students with federal loans could suspend payments until October. 주정부 학자금을 받는 학생들은 payment가 10월까지 보류된다(안내도 된다).
  • Students receiving Pell grants who have to drop out because of coronavirus would not be penalized. Pell grant를 받는 학생들 중에 코로나 바이러스로 인해서 학교를 drop한 학생은 처벌 받지 않는다.

 

Help for small businesses 자영업자들에 대한 도움

  • The bill would give small businesses access to a nearly $350 billion loan program to cover monthly expenses like payroll, rent and utilities. The loans would not have to be repaid if businesses maintained their workforce. 자영업의monthly 지출 (예를 들면payroll, 월세/rent, 그리고 유틸리티) 비용을 cover하는데 쓰여지도록3백50 billion dollar의 돈이 small business loan을 위해서 주어 졌다.
  • The eight weeks of assistance would be retroactive to Feb. 15, 2020 to help bring back workers who have already been laid off. 이미 layoff된 종업원을 재고용하는데  8주간 도움을 받을 수 있으며, 2020년 2월15일까지 소급해서 적용할 수 있다.

Help for corporations  기업/법인 보조

  • The package includes a financial lifeline to the hardest-hit industries, including passenger and cargo airlines. Another pot of money would be available to help other businesses for a combined $500 billion. 이번 보조는 가장 큰 타격을 입은 상업을 도와주는것을 포함하고 있다. 500 Billion의 돈이 다른 비지니스들을 돕는데 책정이 되었다.
  • Companies receiving assistance would be barred from raising the pay of certain executives. 보조를 받는 회사들은 실무진/경영진의 봉급을 올리는데는 사용할 수 없다.
  • Any company receiving a government loan would be prohibited from buying back stocks while getting assistance as well for an additional year. 이 loan을 받는 회사들은 1-2년간은 주식을 다시 사는데에 사용할 수 없다.
  • Businesses controlled by the president, vice president, members of Congress and heads of federal agencies are not eligible for loans. 미국 대통령과 부통령, 그리고 국회의원들, 그리고 연방정부의 수장들에 의해서 조정이 되는 회사들은 이 돈을 받을 자격이 없다.
  • Companies that kept on workers despite a significant loss of revenue could get a tax credit. 손실을 감소하고도 종업원들을 계속 고용하는(짜르지 않는) 회사들은 세금 혜택을 받을 수도 있다.
  • The bill provides other tax relief to businesses by deferring tax payments, increasing deductibility for interest expenses and allowing immediate expensing of qualified property improvements, especially for the hospitality industry. 그리고 사업장에서는 세금을 연기할 수 있으며, 이자 비용을 위한 공제 가능성을 높이며, 병원등과 같은 산업에 즉각적인 개선을 허용한다.

Help for health care providers 의료산업에 대한 보조

  • Hospitals and medical centers would get billions to handle surging caseloads. 병원과 종합 병원들은 폭발하는 업무를 처리하기 위해서 billions 받을 수 있다.
  • Hospitals treating coronavirus patients would also get higher reimbursements form Medicare. 코로나 바이러스 환자를 치료하는 병원들은 Medicare로부터 높은 reimbursement를 받을 것이다.  
  • Hospitals could request accelerated payments from Medicare. 병원들은 Medicare에게 신속한 payment를 요구 할 수 있다.
  • Across-the-board Medicare cuts that were part of a previous deficit reduction agreement would be temporarily halted. 의료 적자 감축 합의(Across-the-board Medicare cuts)는 보류 된다.
  • Extra funding for the Defense Department includes money to deploy the National Guard and use the Defense Production Act to help fast-track production of needed medical supplies to combat the coronavirus. National Guard의 배치를 위한 자금과 코로나 바이러스와 싸우기 위해서 필요한 의료 장비들을 신속히 사용하는 것을 포함하는 국방부 자금을 추가적으로 마련한다.
  • Rules on using and paying for telehealth services would be eased. 원격 의료 서비스를 사용하고, pay하는 규제를 완화한다.
  • Funding would increase for federal agencies to speed work on therapies and a possible coronavirus vaccine, among other activities. 치료나 코로나 바이러스 백신과 다른 활동등의 일을 신속하게 하는 정부 요원들을 위한 자금을 마련한다.
  • When there is a vaccine, Medicare beneficiaries would not have to pay to receive it. 백신이 발견되면, 백신을 공급 받는 Medicare 수해자들은 돈을  지불하지 않아도 된다.

Help for state and local governments 주정부와 지방 정부 지원

  • The package includes $150 billion to help state and local governments, which have had major unanticipated expenses while losing revenue. States would get a minimum amount and other funds would be allocated through a population-based formula. 이번 결졍은 이번 재난으로 많은 예산을 잃고, 예상치 않은 중요한 지출을 해야 하는 주정부와 지방 정부를 돕는 $150 billion 을 포함하고 있다. 주정부는 최소 보조금만 받고, 다른 돈은 인구 비례로 배정을 한다.

  • The deadline for states to meet Real ID requirements for enhanced driver's licenses would be extended a year, to no earlier than October of 2021. EDA 면허의 요구조건을 충족는 주정부의 deadline이 2021년 10월이후로 연기 되었다.

Help for the arts

  • Museums, libraries and arts organizations across the country, which have been closing because of the pandemic, could get a boost from grants to state arts and humanities organizations.  박물관, 도서관, 예술 기관이 코로나 사태로 문을 닫으면, 주정부 예술/인문 기관으로부터 grant를 받도록 부양한다.
  • The John F. Kennedy Center for the Performing Arts, which has been closed until May, would get $25 million so it can reopen its doors once the crisis is over. JFK 예술회관은 다시 open하는데에 $25 million을 받을 수 있다.
  • The Smithsonian Institution would get $7.5 million to help with teleworking, deep cleaning and overtime for security, medical staff, and zoo keepers. Smithsonian Institution도 원거리 근무, 청소비용 및 보안을 위한 overtime pay를 위해서 $7.5 million을 받을 수 있다.
